Why would Rusty want to regurgitate to Scooter?

Since moving them to their new two-tier home (separated compartments), I noted that, when letting Rusty out, he climbed up and started to regurgitate to Scooter.

In the past, when having them both out at the same time, one would run to the other and start a fistfight. Well, okay, beakfight...

Is this a sign they're in love?

I don't know if it's true in birds like it is in canines, but maybe it is like a peace offering. I read somewhere that the bird on the highest perch is the dominant/flock leader. Maybe Rusty thinks Scooter is the flock leader now that he is above him? (I remember your new cage set up) Things that make ya go hm??????

Well it "is" that time of year... so definately possible that they're starting to display this behavior just out of a hormonal or "mothering" nature. Our two conures (one a GCC and one a Sun) are doing the same behavior from time to time.

We actually try to break it up when it starts as it could result in one of them (we think our Sun is female) into starting to lay an egg - even tho infertile. We just don't want the problems that could arise from her laying eggs.
