It really does depend more on the individual bird.....

I live in an apt with a sun, tiel, and pi and have had no problems(*knocks wood*) although my sun can get loud at times and I know the neighbors can hear him.

There are some things you can do to reduce the noise and possibly avoid a problem with neighbors.

Buy your neighbors earmuffs.

Seriously though - my two new greencheeks would be model citizens in a thin-walled apartment complex. They're quiet, even when they want to be loud - quiet enough that if I'm a few rooms away and there are birds chirping outside a closed window, the volume is comparable.

Could you expand on this please. I am soon getting a sun, so I would like all the Tips I can get to help the neighbors :)

Usually in an apartment you cant do anything dramatic like sounds proofing or remodeling but there are a few small things that can help out.

Most apartments have the same layout(within that complex) so try to position cages where screaming wont interfer with sleeping neighbors and away from walls that connect apts if at all possible.
Some ppl say to place eggshell foam on the walls to cushion the sound but Im not sure how appealing that would be not to mention how tempting to a birdie beak.
Encourage screaming at certain times of the day when you know your neighbors are out. Usually around 12- 1:30 i try to crank the music up and allow my boys to let loose and "get it outta their systems."
I have a few bird feeders on my patio to encourage wild birds to stay in the area. Most ppl outside wont associate my birds noise with coming from my apt if there are plenty of wild birds in the area feeding and carrying on.
If you dont already live in an apt and are moving to one try to get an end unit. Most places wont mind giving you one if they have one available.
Most importantly though, talk to your neighbors and let them know that if they have any problems they're welcome to talk to you and you will try to solve the problem.
Possibly introduce them to your bird(s) and see if that would help.

Hey there guys well I have a severe, patagonian, and a sun and I do just fine in my 2 bedroom apartment! I think it depends on the birds personalities but yes my birds are very loud and I and I am sure my neighbors hate me. Espically when the patty starts waking up at 6 30 am! It will yeal pretty darn loud! And the macaw even louder! Anywho you can do it with a patagonian don't be affraid ha ha!

Patagonians are known as very loud birds, generally speaking. Much louder than sun conures, even.

If you want to prevent pellets from getting all over, put a food bowl on the bottom of the cage in an area where it won't get poop on. :)

Also, I have to say that just because it works for some people doesn't mean it's a good idea. It's great that people can make it work in apartments, but I also have seen lots of birds rehomed for being too loud for the neighbors. Each apartment, bird and family is different. I wouldn't recommend going into thinking it'll be easy.

And may I say that "quieter" doesn't really mean "quiet." lol My BCC is VERY quiet compared to most conures, but when he get excited at all he really lets the screams fly. I keep headache pills on hand for such days.

Noise level with his screams = I can hear him plainly from any room in the house with or without doors shut between us. It's no worse than having kids playing in the house, though. However...if I'm in the same room with him, YOWZA!!!!
