Cat proof aviary?

I've been thinking about building an outdoor aviary for my parrotlet but I'm concerned about my cat that lives outside. She is obsessed with my bird and watches him fly around my house from the window! She would eat him in a second if I let her anywhere near him! I was thinking about building it on stilts or something to get it off the ground and then maybe putting something wood or plastic around the bottom half of it to keep the cat from jumping up there. There is no way she could fit her paw through the holes in the wire but I'm concerned that if my bird was hanging onto the side of the aviary the cat might slap at him. To be completely safe I probably won't leave him out there by himself. I would just like to know that if I need to turn my back for a second that he will be okay. If anyone has any suggestions on how to build something safe for him I would greatly appreciate it!

Double wire with space between will protect your bird from the cat claw swipes.

Our plans for an outdoor will consist of wire on the inside of 2x4, and screen on the outside of 2x4's. Hopefully, this will also cut down on mosquitoes in this area.

Spray listerine around for mosquitos, I haven't tried this but I have been told that it really works. Check it out.
