My eclectus was playing with my hand and noticed that he was rubbing his ass on my hand and blowing his nose with a short burst of air.

Is this a sign that he is "growing up" he's 1.5 year old

Does that mean he needs a girlfriend? instead of my hand

or

he's just getting too excited playing with my hand?

He's growing up and he's releasing his sexual tension. Definitely a no no. If he starts doing it, especially rubbing any part of your body, put him back in his cage.
