Yes, you should take him to the vet. Birds (well, parrots anyway) aren't supposed to lose enough featheres in one area to make them bald. The fact that those feathers are on his head makes it obvious that he's not plucking them out himself. There are a lot of health issues that could cause feathers to fall out... best get some bloodwork done.
The other possibility is that if he has a cagemate, the cagemate could be plucking him.
