Hi,
This looks like the results of a mite infestation called scaly face. It will progress if untreated. You need to take him to the vet to get him looked at to be sure that's what it is and get the medication needed.

Scaly Face occurs when the mite burrows into the finch’s skin and lays its eggs. As the eggs hatch and the mites grow they cause the Scaly Face look. The results in such an infestation can be any or all of the following:

* Scaly/crusty lesions
* White film-like coating of the skin
* Localized swelling of tissues
* Pitting of the tissues.

In severe cases the finch (or bird) may be permanently disfigured.

The visual signs of a scaly face usually start around the nares or the corner of the beak on either side. The crusty or filmy lesions then move to the eyes and can cover the eyelids. The infestation can also occur on the legs. Without treatment your finch will eventually die.

Ridding your finch (or bird) of the mites is actually very easy. Go the vet and he will give you a prescription to put on this growth that will clear this up pretty quickly.

Of course, I am telling you what it looks like to me. I am not a Vet and you need to see one to be sure but this looks pretty classic.

I was going to post the same thought Bill...I believe it could indeed be mites...in fact that was my first thought before seeing the photo...definitely take the bird to the vet though, because there are multiple Dx's for similar signs & symptoms nowadays. Best of luck to you & I hope the vet visit brings quick resolve for you & your feathered ones!
