65 to 80 degrees Fahrenheit is a good temperature for indoor birds - basically anything that would feel comfortable to you wearing regular clothes is also going to be comfortable for them. Birds who are accustomed to living outdoors can handle a wider temperature range, but nothing too extreme.

Just want to reiterate what tielfan said... What's comfortable to you should be fine for the birds as long as they are not shivering or panting....

As for outdoor birds, well I'd say that Brooklyn can get pretty feisty during certain times of the year!

But of course, these are WILD parrots... ones that were born and raised in the area. For aviary birds, it would take them longer to fully adjust to living outside, especially if they were raised inside a home where temperatures are more stable.

I don't know what the natural habitat of the quaker is like, but there are some parrot species who live at high altitudes or in places with a fairly wide temperature range, and they can take the snow. Many of the Australian species can take a lot of heat if they're properly acclimatized (the outback is a very warm place) but I'm not sure how well they can handle freezing temperatures. Budgies are Australian, so keep that in mind.
