my cockatiel plucking neck feathers

i just brought home my two 4 month old cockatiels about a week ago.
today one of them was plucking a feather near the neck
and when i got ther cockatiels, they both had no feathers on there necks
and im just asking, what happens if a cockatiel gets overheated ?

You should have both babies tested for giardia at the very least. Your avian vet would need to look at several poops as giardia is not "shed" in every poop. Giardia can cause feather plucking.

When a bird is overheated, he will pant and open his wings. The tail will bob. If the cause of the overheating is not eliminated (cool down with spraying water), the bird can pass out and die. What happened that you're asking this question?

i'd have them checked at an avian vet in any case to make sure they're fine... in addition, it's a good practice to establish a baseline for health examines as well as a relationship with the vet in case you ever run into an emergency

Are they plucking themselves or plucking each other? If they're plucking themselves it's probably a medical problem, since cockatiels rarely pluck for psychological reasons.

If they're plucking each other it's a behavior problem (overpreening). I don't have any expertise on this, but putting them in separate cages would certainly stop them. Giving them more toys or activities might help distract them away from it too.
