Yes they will grow back. Give him extra love and cuddles to calm him down!

So sorry to hear that :(
Definitely give him lots of attention! Bindy had her tail feathers plucked by a vet after an injury. Since then she has had one "funky" feather, in which I think the follicle is damaged and now the feather grows back poor each time. I hear that growing more than one tail feather at a time takes a lot of nutrients. I am not an expert, but it wouldn't hurt to make sure she is eating as healthily as possible during the regrowth (and all the time really)! I do not know enough about supplements to advise, but make sure she is getting fresh fruit and veg!

Loosing some feathers such as the tail feathers is a defense mechanism... Your budgie probably thinks that you are a predator and when it's tail got trapped, his body reacted in a way so that the tail feathers fell out so that he wouldn't become lunch meat... Don't worry, his feathers will begin to grow back within only a couple weeks!!!

In the meantime, try to tame him down (might have to clip his wings if he is flighted, if not don't worry) and work with him so that you wont have to repeat this incident.
