Unhappy waxbill male pecking neck of female!

I have had these birds for 10 months and they share a cage with others. The two that I am concerned about were separated last summer for a short time, but both acted nervous. Then I put them back together. Seven months later the female looks worse than ever. Please give me some advice. Thanks
