Cage Too Small?

Today I was looking at all of my birds and noticed that all of my birds were hoping around in their cages and moving around But my lovebirds don't do that. Do you think their cage is too small? The cage is 2 1/2 feet tall with a diameter of 3 feet.

My lovebird lives in a Hagen Cockatiel Motel, which is 24-1/2" tall x 18-1/2" wide x 18-1/2" deep and it's perfect for her, but she's the only one that uses it. She has plenty of room for toys and climbing and jumping around.
I think it also depends on the bird. Zen doesn't always jump around her cage and play. Sometimes she just sits.

It's hard to say...
Are they never active in the cage? They might want more space, or they might react badly to change (you know how birds are...) Do you have a bigger cage you can try without getting rid of the one they're in now?

I don't have a bigger cage right now but I was thinking about going out and buy one if this one is too small. They lady that I bought the Lovebirds from said that the cage was not to small. I dont know I am going to buy them a new cage tomorrow.
