Bird doesn't know millet?

Is it possible for a bird to not know what a spray millet is?

My budgie I bought from the pet store. I don't think they had millet. They say he was there for about 3 weeks, but I honestly think it was less since I have been searching for a budgie for a while now and this was one store I visited maybe 1-2 weeks ago. He still has all his stripes so he hasn't gone through his first molt I guess. There were only a few places to perch and none were too far off the ground. In his cage, he doesn't perch high at all. Uses one branch near the food and water bowl only.

So, is it possible he doesn't know what spray millet is? Can it he is young that he doesn't want to perch high yet, or not comfortable yet to explore higher? I have had him for a few days now and seems settled in. He sings and is active, but not as active or singing as much as I assume he could with more time.

If no one has ever offered it to him then he wouldn't know what it is. Just hang some in his cage and he's likely to figure it out before long.
