Plucking Quaker

I am in and out of my local petsmart very frequently and i noticed that the blue quaker that has been there forever is gone.
When I inquired about him, they told me that he started to pluck, and is in the back room. This was a gorgeous bird the last time i saw him, so I asked if i could take a look. He has almost no feathers on his chest and none at all around his legs. He is a very sweet bird, and i just cant stand to know he's like that!
They said that they have been trying to put him up for adoption because he is $1349 in store regularily and no one will buy him because you can get one from a breeder for $600. I told them to give me a call if he does go up for adopotion because I want desperatly to help this bird.
I'm fairly experienced with birds. I started with budgies when i was very young, had lovebirds, cockatiels and conures.
What can I do to help this bird? They have had him checked by a vet, he doesnt have any bacteria causing this. From what I saw from his daily report (they trust me quite a bit down there) is that he only plucks when a new person comes in or tries to handle him. It's anxiety thats doing this.

We have had a blue quaker in our petco for quite a while, price at 900 bucks and you can tell he's starting to chew his feathers. As a generalization, it seems a large majority of the employees at these pet supercenter stores really don't understand parrots. They just think they're another exotic pet, a step above fish or a guinea pig. It's just heartbreaking. I really hope things work out for you and you get that little baby! It deserves a good home.

I hope i can get him out a.s.a.p.
any advice on how to do that? I was in there today and the management seems pretty firm on keeping him there.
Also, what about the plucking? We know it's because of anxiety, but should it stop when he gets settled down?
