can a budgie still breed with wings clipped?

i live in canada and my friend is gonna be caring for my male and female budgie and needs to get there wings clipped will they still be able to breed? and how much does it cost?

... primary wing feathers don't affect their ability to breed.

They can still breed. Wings are for flying. Breeding is done with other body parts.

Actually male budgies need their wings for balance but I think females are fine.

Actually I would hope they are not put into a breeding situation until they are set up properly at home and not with someone else. I also believe that if you dont already know the answer to that question you need to do a TON more research before breeding your birds. What if she starts laying while your gone? you cant move her and the nest box or you will risk the birds breaking the eggs or abandoning them. Wing clipping can in fact cause some birds to not breed at all, but not always. Most Budgies dont breed well as single pairs alone, they often wont unless they can hear (but not see) other pairs.
