Unhappy Need help with tiel

I posted a while back about this a little in the cockatiels forum but unfortunatly I still need help. My tiel Dandy was a perfect angel until about a month ago and then she started screaming all the time I took her to the vet at about that time because she was just acting off he said she was fine but he suspected hormones. I've tried getting her more sleep she now sleeps 12 hours a night but now she is masturbating excessivly and still screaming alot. I have always given her alot of attention because I don't work but now she won't really come out of her cage at all so I try to still give her attention but if I aproach the cage she runs away. She used to enjoy being misted for her baths and would aldo bathe in a dish now she will do neither. She just seems miserable I'm so upset by this. I don't know what to do. Should I try to consult a bird behaviorist? I don't have it in my budget but I'll do what ever's necessary for her. Nothing that I can think of has traumatized her or made her act different. If anyone can help me with suggestions I'd appreciate it. I've been so upset I'm on disablility for mental problems and my nerves are shot because of this because I'm so worried about her. I love her and my budgie so much there my kids!

Thanks Monica
Also since she won't come out of her cage when I open the door she jumps to a lower perch that's hard for me to get to. The perch was just put in and that's when she started doing it. Would it be mean to her if I remove it? She only uses it occasionally.

You may want to remove the perch or move the perch to an area where you can reach. She may end up going down to the bottom of the cage instead however it's worth a shot!
