Have you thought about a smaller parrot like a budgie or tiel - they would both make great birds for an appartment. Welcome to the forums. :)

Cockatiels certainly are a bird for all situations and they are real characters that will really find a place in your heart. They are not overly noisy and usually LOVE human company. They are perfect for the first time parrot owner too as they are really easy to look after.

A princess parakeet perhaps? I've heard they're fairly gentle and quiet.

I would suggest an african grey, an eclectus or an amazon. Some amazons can be noisy, but many are fairly quiet. I have a female Yellow Nape who never screams but sings and talks all day long. Those are my best suggestions. DO NOT GET A COCKATOO OR A MACAW.

I would suggest a Pionus, they are a medium sized bird and are great for apartments because they are relatively quiet. They get a bad rap for being a bring bird, but mine is anything but boring and he's talking!
