Hi & Welcome!

More Budgies! Yeh - this is great news!

Is he a baby? You said his head is striped.
What colour is his face? Is it Yellow or White?
Could you post a photo in the thread?

Indeed, he is a baby! Probably about 3 months old, but its hard to tell for sure! Budgies normally go through their first molt at 5-6 months of age, however it can vary from bird to bird and climate to climate.

Budgies can get crabby when molting.
They need good foods to build new feathers & Laker was hungrier too - so a good diet including minerals & calcium, & fresh greens if he'll eat them.
Baths are good when they're molting to help open up the pins [ pin feathers = new feathers in hard casing]. Laker won't let me help scratch so he walks along his rope perch dragging his head before him. I showered him more during the molt. Laker takes misty showers - he's not a bath Budgie.
