Okay, what you need to do is locate either an Avian Veterinarian or an Exotic Veterinarian in your area.
Even if the bird is mobile it can be developing an infection which can be fatal. Contact a vet a.s.a.p. - there are vets who will see budgies/parakeets and most of them will be decent about the cost because they will appreciate your willingness to value this little bird. Don't bother asking the receptionist the cost - they won't know. Keep us posted! Good luck and Godspeed.
