This is a common feeling among people who want to adopt puppies. If you truly want to bring a dog into your family with a personality that is suitable for children, birds, etc--then, believe it or not, an adult is the best way to go.

Puppies are cute and wonderful but you never know what their adult personalities will be. Just as teenagers and adults grow up to be very different from their childhood dispositions, so do dogs. At least when you meet an adult dog, what you see is what you get in terms of aggression, separation anxiety, interactions with dogs/cats/birds, etc.

You can have the pup "grow up with you" but that doesn't mean you can shape it's personality anymore than you can shape that of your children. With pups, obviously training is important but it also is a little bit of luck.

A very good point felisdomesticus but I still think I would be happier with a puppy. Some of my friends have had rescue dogs and in some cases it hasn't worked out for them so I am a little dubious. I know it often doesn't work out with puppies either.

Yes some rescues come with some baggage which any good organization/shelter will inform you about up front. Many are just great pets who are dumped b/c people get bored with them, decide they want another puppy instead, they're having a baby, etc. It's sad to see them when they come here--such great pets who just want some love.

If you want a puppy for the sake of having a puppy, that's one thing. I just wanted to make sure you understood that raising a dog is no guarantee of future personality or interactions with children, animals, etc.

Good luck with your puppy.

I am a huge proponent of rescues - that is always my first suggestion to clients inquiring about getting a new dog - (part of my service is consultations on choosing the right dog for the family.) HOWEVER.... in this case, when the person is set on a particular breed, and there are birds in the household I would suggest a puppy. I have found that while there are rescue dogs that are fine with small animals, if you are willing to take the time and put in the effort it is often safer to start with a puppy and train them accordingly. By the same token - I would never suggest that a breed such as a jack russel or a german short haired pointer would be a good choice period in this situation.
Also - with a dog like a cavalier it is extremely helpful to know their background - cavs are susceptable to several congenital problems including heart, ear and brain defects - a good breeder is imperative.
That having been said, all dogs need a good home and there's a special place in heaven for anyone that rescues any animal! (My dog is a rescue - so I'm hoping someone is holding my place for me!)
