Lori, that sounds about right! Some states require permits to own them, some states require only permits to move them... and others? Well, I think they are still moving around, slowly!

I've also heard that you can get them as pets but there is a registry of some sort and you may have to agree to set it up in a breeding program. If you have a pair you have to breed them which is why pairs are sometimes available because people lose interest or are unsuccessful and don't want to continue breeding and have to get rid of them.
