She definitely needs to be fined for taking up valuable 911 dispatcher time. I've heard stories of cash-strapped cities who have to put 911 callers on hold becasue they don't have enough people manning the phones. Somebody could have been raped in the time it took to deal with that call. Yeah, it's funny, but it also makes me mad. Some people don't think about anyone but themselves. You don't need a cop to get your frickin' cheeseburger!

You gotta admit, though, that dispatcher was trying her best to be polite. If it was me, I would've interrupted her right away to ask, "Ma'am, what's your emergency?!?"

I couldn't believe it. I had to listen to it again. Know what I realized the second time that makes it so much worse? She has kids in the car! What a lesson is that for her kids! They're going to learn that it's so important to get things exactly how you want them that you should call the police when you don't get your way. They're also probably going to learn that 911 is no help and the cops don't "protect" you as well as they should. What an idiot!
