Technically, yes they would be fine for the lovebird, but please, if you do get a lovebird, do not feed it only pellets. they need seed and fresh veggies. We've found most of our lovies detest fresh fruit, so don't bother offering anymore.
If your dad wants a good way to use the pellets, use them in a bird bread. You can always disguise foods birds think they dislike in bird bread.
