Potentially stupid question here.

Romeo loves baths. He will bathe himself, but for some reason, he much prefers a bath under warm running water in the palms of my hands. Is there a particular reason for this, or is this just his personality? Is it maybe the bonding he likes?

I don't have a problem with it. I just find it kind of funny.

Not stupid at all! Heck, I've heard of VARIOUS ways birds like to bathe! In their water dishes, being misted by a spray bottle, in the rain or via a hose, in the shower, in the sink, even in the hands of the owner while in the sink... Some birds enjoy taking a dip in water if it has some foot toys in it, or even ice cubes! I've heard of some birds even going as far as taking a dunk (literally) into someones glass of ice tee or ice water! I see nothing weird or strange about the way your lovie bathes!

I have a Nanday conure and he loves to bathe in the sink, in my cupped hands.
He'd bathe 3 times a day if I let him!

Baths cannot be dangerous for the bird if it was at the winter or its ok ? cause in the winter i always worry about that and i dont try to offer water for bath for them in the cold wether, what do you think ?

You can use luke-warm water in the winter, and keep your bird in a dry warm area for them to dry off at. It is better to let them dry naturally, although using a heating lamp or something similar to a heat source (not a hair dryer as some are dangerous, and the hair dryers can dry out the feathers and skin too much) near the bird for extra warmth.
