I asked the same question.... My sunnie would hold on the the cage bars and flap her wings really fast. I had thought it was a way to get me to go away but I later found out that it was just for exercise! Dont worry! they just have the richard simmons in them!

Usually when birds flap in place without lifting off, it can be a way to just get rid of excess energy.
