Have you checked your local classifieds pet section for lovebirds? I'd also suggest you go to the rBird Rescue and Rehoming forum on this site and ask there. There's a lot of birds that need to be adopted and the people there might know something. Sorry, I can't help more than that. :)

re

I've been watching craigslist as well as kijji and other local clasifieds,
there are very few postings near me that advertise lovebirds and the ones that do are asking an average of $100+ or have already been adopted.

I'm located in Falling Waters WV

Well, I guess sometimes if you want something enough, you've got to pay.
A lot of people ask for a rehoming fee to make sure that whomever is applying to take their birds isn't doing so on a whim....and if you are willing to pay for the birds, you are more likely willing to pay for a good cage, good food, vet care, etc.

A bird needing a home will likely cost less than a hand-raised and socialized bird from a breeder.

Petfinder.com (both shelter/rescue listings AND classified listings), craigslist.com, kijiji.com, hoobly.com, Pennysaver, local classifieds (not sure what's big in your area), etc... Don't forget vet's offices, pet stores (both may take in surrenders or help customers rehome their pets) and animal shelters in general. While most shelters stick to dogs and cats (and occasionally rabbits), they may take in birds. How close are you to other states? Check them out as well.

While it does happen, most people will not just hand over a bird for nothing, especially in this economy. In this crazy economy, you have to expect to pay *something*.

Best of luck!

I will keep looking,
it's not so much the adoption fees, I have no problem with paying, just am unable to drive since my knee injury from when I was Active Duty in the Army.
We already have a cage, and some supplies that was given to me by my mother when she moved. she's had a green cheeck conure named Oscar since I was a young child, but he passed away last year and she's sworn never to "replace" him.
but since I've had experience with lovebirds and not so much with larger birds I wanted to stick with what I knew.
