Well, in my opinion i won't say lovebirds are loud, it's more of the shrillness and high pitched in the calls that likely to cause the disturbance. Lovebirds can be rather chatty and chirping throughout the day.

I think that in most living situations, a single lovebird would do OK. I know of many apartment-dwelling lovebird owners and few, if any, get noise complaints from neighbors or management. This isn't a hard and fast rule, of course.
I had one peach-faced lovebird in an apartment over a business. My boss and one co-worker commented on hearing my lovie on one occasion each. The door to my apartment was open on one such occasion and for the other, they were in a part of the building where clients rarely, if ever, are. We never once had clients comment or complain about Beetle. To be fair, I could hear him from outside my building on occasion. Usually mid-to-late afternoon. I don't find lovebird calls to be shrill or high-pitched (meaning they don't bother me) but I can see how others might find their vocalizations bothersome. I put them on par with male cockatiels as far as volume goes, just a different type of sound.

I love the noise...when they get all riled up it's so fun to watch them yell to each other and they sometimes flap their wings to accentuate their chirps...like how some people talk and wave their hands at the same time!! I'm in a house with neighbours who adore my birds, so I've never had a problem but I can't imagine having a problem with lovebirds in an apartment. When they coo and do sleepy chirps, I don't think I could ever resist one. I'd say go for it!!

Lovebirds are so cute! My aunt had a peach faced lovebird years ago. We birdsat for it once. She was so cute. She seemed to be really chirpy and chatty.

I don't find my lovebird loud at all. She's chirpy, but I love her sounds.
I have had cockatails, conure, and a parrot, and the lovebird is quite compared to them. Plus, my lovebird hasn't woken up anyone from sleeping like my other birds did very easily.

The Pet Shop I go to occasionally has Love Birds, 6 cages, 3 in each. They were in the same area/room as all the other birds, and I could hear them over at least 15 male Cockatiels. (could've even been more - didn't count)
Male Cockatiels can be loud, but these Lovies I seen were extremely loud. Then again, I guess it depends on what birds you already own, in this case a GCC, which they are pretty quiet - so I think if you got one he/she could be quiet because you won't have squawking matches between a Lovie and for example a Cockatiel. (or any loud bird) I could imagine, it'd get fairly loud.
