I believe that as long as you continue to provide a bowl of water, when he's ready (usually before he's fully weaned) he will explore the bowl and know exactly what it's there for. Until he's ready, he's not going to drink from the bowl and even when he starts you may still doubt that he's drinking the water, as they drink so little and usually not in front of you.
Even before I wean, I provide fresh fruits in one bowl, pellets, and water daily. It has made the weaning process a little easier for everyone. I also found that my fids wean happily without a complaint.

all i do is provide a water bowl when they start perching. before that, i only provide a food bowl. they drink water when they are ready.

when I was handfeeding, I always followed up with warm water from the syringe after the formula. Helps to clean the mouth, and get them used to swallowing such a thin liquid.
I'd keep offering the water dish. If he knows it's there, he'll drink when he wants it.
