Yes, my recommendation is plain water. For improved feather and skin condition, you want to feed a good diet. You won't fix that from the outside, and parrots' feathers are meant to have only water on them (think rain in the wild habitat). Any of the the spray on products are likely to coat the feathers which may attract dirt and dust, the bird will ingest some when preening, and they will not help the feather condition. New feathers have to come in after a molt, and good nutrition is what brings out those wonderful looking, gleaming feathers.

Forget all the gimmicks out there, showers are the best with regular plain old water. Let him dry off naturally and don't use a hair dryer as that will dry out the feathers and skin and that is not a good thing.
