Suggestions?

Just looking for any suggestions on cage modifications for Cyrus. Due to the position of his legs, I don't know if there are certain perches or changes I should make to his cage to make it easier for him to get around. I've only seen him hang on to the sides on the cage or put one leg on his food and water dishes. He hasn't used the perches at all. I'm also wondering if I should use extra materials or bedding to line the bottom of his cage. He got startled yesterday. He fell to the bottom of the cage. He's still in the little cage so the fall wasn't far but couldn't have felt good anyway. he can grip with his feet but he can't use them to stand. He lets me hold him in my hand or against me. He's very trusting.
Livi has one leg that is splayed but not to this degree. She has no problems getting around or using it to perch.

You may want to try adding some platforms inside of his cage or some flat wooden perches (like a 2x4 that's bolted to the side of the cage flat side up) if he is able to sort of sit on his little birdie butt.
