Angry parrotlet headfeathers stubble

i was wandering if anybody could help with my new parrotlet
we have had him three weeks but over the last few days he has developed what looks like white stubbly bits come out around his neck and on top of his head about twenty in number he seems fine in his self

hi its nothing to worry about hes just moulting some feathers. what you can see is the new feathers coming through, the feathers are in a sheith and as the feather gets longer the sheith will come off and the feather unfold. you can if he will let you gently rub his head and this will help the shieth come away, i always rub the way the feathers lie as doing the other way the shieth will push into the birds head and upset him.
