only 1 hatched

My parottlet pair laid 4 eggs. 1 broke at the beginning. About 10 days ago 1 hatched. The other 2 haven't. Can I remove them now? I didn't want the baby to get spayed legs ( not spelled correct)but the baby is getting bigger all the time. I want to hand tame it. When would be a good time to take over feeding it? I have not done feeding before.
