I have a parrotlet and have had lovebirds. Personalities vary with any bird as far as it being friendly or not. Ive seen lovebirds that were sweet and Ive seen lovebirds that were holy terrors. Same goes with parrotlets. My lovebirds were a lot more active than Oliver is. He really isn't interested in toys or human contact. I havent forced him to hang out with me but he is involved in the family living room so he knows we exist, he would just rather be in his cage. I love both types of birds. I loved my lovebirds, they were adorable and little clowns, two of them caught on extremely quickly to clicker training, one did not. One was very sweet, two of them were not really people friendly.
As with any bird its going to depend where you get the bird from (breeder, pet store, craigslist, etc) and what environment they have been raised in. Then its up to you to socialize the bird and keep them tame. I think since it sounds like you want a bird that is friendly and sociable than you should go with a breeder that spends a lot of time hand taming their babies. If it were up to me I would prefer lovebirds over parrotlets. Dont get me wrong I LOVE my Oliver but lovebirds have always had some special pull on my heart and they are just such fun little creatures. Yes, their bite is one of the worst Ive gotten but I love them anyway = )
