Please don't try holding her - that is forcing, and she's probably not ready for being held. Forcing her will not build a bond of trust. Using little pieces of spray millet (once your bird knows it's the best treat in the world) just for training will go a long ways. Hand feed her at first, then encourage (at the bird's pace) her to step on your hand to get the treat. Little step by little step, with lots of patience, and rewards everytime she moves in the right direction. Once she steps on your hand to reach the millet, it's very easy to get the step up, at first always with the millet reward.

My Oliver is clipped and he can still fly - pretty well now too!!! Instead of training to step up on the fingers right away, I would train with a dowel first so they can get used to the task and not be distracted by hands (some birds are afraid of hands, this makes the training harder). Good luck!
