I think it depends on the people. Some people will complain about any noise. A lot of people don't take into consideration that a quiet species means quiet for a bird not quiet in the general. They think it means completely quiet. Plus, every bird is different. My eclectus can be very loud. He has an alarm sound/call he makes when he doesn't like something. It's NOT quiet and it can last for several minutes. I've never heard a pionus make any noise let alone something that would bother me.

I did find a video of one screaming, but like I said, it sounded just like my Green Cheek. I'm guessing it was imitating another bird, which is something any bird will do. My Meyers does a darn fine Green Cheek!!! It doesn't bother me though, her voice is actually quieter. But sometimes you have to wonder who is screeching.
I guess once you have more than one bird, quiet definitely becomes relative.

Is this the video you saw?
I proved pionus can be louder than jenday conures! Yes I did! Life of Pis It's pretty cute. My Mika is certainly capable of screaming, and one of her noises is a pretty high-pitched shriek that would certainly annoy some people. But I would not call her "noisy" at all. She yells so infrequently.

Kiele's got one that she does, sounds like a car with a loose fan belt. High pitched, shrill, and she'll do it for several minutes. It's the kind of loud that sucks the air out of your ears if you're in the same room. That's her singing voice.
She's quiet most of the time though. Little gurgles, babbles, and mimicking. |

this is the one I found:
YouTube - A Quiet Apartment Parrot It sounds like my Green cheek. Anyone have a bird that does that? You can't actually see the bird.

I know for sure my Meyers was a quiet bird until she started imitating the Green Cheek!

Dreamer, my WC can get a little noisy when she wants attention she lets you know it! Still I would consider her pretty quiet, because it's not often and it's just if she wants a shoulder ride or is excited about getting fed. She also tries to compete with Tilly, my Illigers, probably never would have learned to be loud if she hadn't my other birds to try and be heard over. At her loudest her shrill screams seem cute? I know that sounds weird but even my husband who doesn't like noisy birds doesn't complain about her ever.

pionus nois?
I rehomed a bluehead pi and the only time he could be loud is when he wrestled with his bell. Trust me he could screech pretty loud too. Though not like a sun, which by the way I would never live with. Sorry! So I would say that on occaision they can screech pretty loud. Enough that my step children use to dread coming over. But they are not bird people.
