First, I hope you are trying to reunite this Quaker with his/her owner.
While trying to determine proper ownership, provide him (I'll use male pronouns) with a healthy diet and observe if he is plucking his own feathers. If after a reasonable time, you are unable to find the owner and choose to keep him, bring him in for an examination by an avian vet. Good luck with helping this Quaker. |
