Yes, quakers are. They are illegal in a few different states, for one, of food production.

Saying like California, quakers are illegal there because California grows so much produce that if quakers were to live in colonies there, they would destroy the grown food and destroy California's economy (California produces a lot of food for America, though I've forgotten what percentage compared to other states, it's quite high).

I'm not really sure why in some other states, however.... but just to give you an idea.

I'm so happy they are leagal in WV. I brought PeeWee home yesterday. I'm so happy I could cry. :D :)

BECAUSE

QUAKERS ARE ILLEGAL IN SOME STATES BECAUSE THEY CAN BE DESTRUCTIVE WHEN BUILDING THIER NESTS. IN FLORIDA, THEY BLOCKED A COUPLE OF PEOPLES TV BY BUILDING A NEST ON THE SATELLITE. BUT THEY FOUND A WAY TO GET IT BACK WITHOUT DISTURBING THE NEST.
I LIVE IN FLORIDA AND IT IS ILLEGAL.

Quakers Illegal in 12 States

There seems to be a lot of misinformation posted on this subject. Quakers do NOT pose a threat to agriculture. Because they are so hardy and build big nests that help them survive even a northern winter, farmers feared that they had the potential to turn into crop pests. They pressured many state legislatures to ban them.

This fear was unfounded. Since they invest so much time and enegry in constructing huge nests, it would be unproductive if they migrated. They seldom stray more than a few miles from their nest.

Though there are parts of the world where Quakers look upon farmers' fields as a big buffet (Spain, for example), in our country there are no known quakers that live in rural areas. They prefer the cities and suburbs because they are smart enough to realize that it's far easier to dine at a bird feeder than to have to go out hunting for food.

Mattie Sue Athan, author of "Guide To The Quaker Parrot," has just recently released a new book called "Parrots In The City" in which she discusses this subject at length. It's available at amazon.com and booklocker.com. I recommend it highly.

By the way, the states that have outlawed Quakers are Hawaii, California, Wyoming, Kansas, Tennessee, Kentucky, Georgia, Pennsylvania, New Jersey, Connecticut, New Hampshire and Maine.
