when i can catch them home i'll find out how they are careing for this bird and then sugess improvement, i do know (from what i saw) he has a big enough cage, poor Rocky was left in the house alone on the 4th of July, Lights off and everything. probably scared out of his wits

I am not trying to be rude, but I wouldn't have bought a 5-7 year old a parrot if it weren't my kid where I could "help" and monitor. Especially if their Tiel died not long after having it.

If it were me I would just flat out tell them what he needs for a proper diet! And then if they complain (too much work, etc) then offer to take him back.

no the kid is 5-7,(don't know age) the quaker is less than a year old
