Quaker's banned in certain states?

I was reading BirdTalk, March 2005 issue yesterday and saw, on page 41 that Quakers are banned in many states.
Tennessee
California
Wyoming
Connecticut
Georgia (breeding ok)
Hawaii
Kansas
Kentuky
Pennsylvania
Rhode Island
Restrictions in Maine, New Jersey and Ohio!
I was shocked. Is this true?
I live in Ohio and held a Quaker for the first time in a pet store on Saturday. He was such a cute little guy. Didn't seem like he made much noise, compared to my U2. Then I came home and read this and thought, they must have this bird mixed up with something else. Is this true? and why?

Yes it is true. There are many colonies of ferral Quakers in the United States. They apparently can handle the colder temperatures of our country, and some states have banned them or placed severe restrictions on owning them. Apparently in the wild their behavior is very destructive, at least that is why I assume the ban and restrictions.

If you do a search on quaker, you will come up with a few links where this topic has been dsicussed before. I think it is really sad as those of my friends on here who have quakers adore them. I wouldn't mind having one myself if I could find one in Australia for a reasnable price. They seem like such sweet, friendly little birds!
