Can I prevent cage territoriality?

In my reading, I've seen that cage aggression is a common trait among Quakers. I was just wondering if there was any way to circumvent that.
For example, going to the cage every day, putting your hand/arm inside, not going near the bird or asking him to "step up" but just talking to him while your hand/arm is resting in the cage....wonder if that would sort of "desensitize" the bird to that behavior. Any opinions on this? Any experience with this?
