Is it good to let him do this?

So i got my new 4 month old Quaker yesterday he is very tame but likes to chew and nibble on my fingers, is he doing this to be mean or curios or what because if he is doing it to be mean i want to curb it now but it does not seem like he is trying to be mean and it does not hurt i am not very educated in parrot behavior lol so i don't know but he chews on everything i figure he smells food or something. but when he gets older his bite might get worse and i don't want to get bitten even if he is just playing.

Jazzie will do something like that but uses her tongue as if she's tasting the salt or something on my fingers. Anything that resembles nibbling or biting is met with a "no beak!"

Birds use their beaks to feel, taste and investigate. It is like a puppy teething. If it gets to rough stop her with a no no. Eventually she learn what is acceptable. She is just a baby.
