It always comes down to the same thing gentleness,kindness and TIME TIME TIME,it seems like forever esp with a new bird,but time is the great healer for fids there time table not ours,I have over 50 birds and I still always want them to love me right NOW,however it doesn't work that way....take your time and remember you'll have 20 yrs or moreLOL

I had to do the same thing with my ringneck. I agree time and patience, Step by step. First I would start by getting him used to your hand. Always make slow movements, not fast jerky movements, this will scare him. Just start by giving him treats from your hand. He may bite but don't make a fuss and try not to pull back.
I would sit by his cage a lot talking to him gently and softly. Keep you hand in the cage for a while each day to let him get used to your hand. With an aggressive bird like mine training is going to take a lot of time. You need to stick with it and not give up, he will eventually trust you. Once he get’s used to your hand you can start training him to step up on your hand. Don’t pressure him, just do this on his terms. This is my opinion and everyone is different but I don’t like forcing my parrot to do things like forcing him to step up. I think this scares them but he will come around. Just work with him and slowly but surely you will gain his trust and you will become close.
