Head bobbing?
When Ace is cuddling with my husband (of course), he bobs his head up and down and talks to him lol.
I think the bobbing of the head is a baby thing, but what does it mean? I am assuming its a happy movement, especially with the cute little sounds that come out hehe. If my husband makes a kissing sound, Ace will come from anywhere he is to kiss him on the lips!

It could be because he is hungry if he has just be recently weaned.

I breed Indian ringnecks and yes head bobbing is considered one of the mating behaviors the male will do, however with you Ace being so young that would not be the case. My babies that I had raise will do a head bobbing when they are weaning and once they are weaned. They did grow out of the head bobbing after the grow up a little bit though. In babies I really don't know exactly what it means, but have noticed they will head bob alot more when they are getting attention, so to me that says they are happy an content, but I am just guessing on that. I hope this helps some!
