Before buying any bird make sure you do lots of research as to which species would fit in with your lifestyle. Cockatiels are wonderfull little characters that often are capable of learning to talk. As with all parrots, they are also messy, sometimes noisy, need and deserve attention for several hours every day for many years. A well looked after cockatiel can live to be into it's late twenties or longer. May birds are given up on because of their natural behavior and needs so make sure you know what you are getting into. I suggest picking up a copy of "Birds USA". It's published by the same people that do "BirdTalk". There is an article about different species of birds and a bit of information about each one. It would make choosing a specific species a little easier because you can narrow your list down and research the ones that interest you.
When selecting a breeder or pet shop make sure the facilities are clean and that they are asking as many questions about you as you should be asking them.
