yes they look beat up huh! Im trying to get them straightend up, diet, feathering.

Uh, if he's plucking her, in aggression or otherwise, I'd be separating them. If you're worried they'd be unhappy completely separated, I'd at least keep them in separate cages, far enough apart so the male cannot pluck the female but close enough that they can feel 'together'. And I'd only allow them near eachother out of the cages under extreme supervision, if at all.
It's not good to let him continue to pluck her - he's damaging/hurting her and you need to stop it before it escalates any further. Serious problems can arise from plucking - physical problems and emotional ones.

By the way, the wiki page (Rose-ringed Parakeet - Wikipedia, the free encyclopedia) may be able to answer some questions, though I'm no expert on ringnecks.

they are said to be bonded. They have had 1 clutch of babys

Ive read all around that females r to be more aggresive -- but in this situation he has plucked her head.

Ive thought about putting them side by side instead of in this cage - do others feel it to be better also

Its not uncommon for breeders to pluck heads. It usually stems from too cramped breeding quarters and no stimulation (bordom/toys). If they are bonded I know you know it could be worse to separate them. I would try to get them into a LARGE cage situation with allot of toys and good foods. If you intend on keeping them as breeders or rehoming them ( i know you rescue allot) I can never tell indian from africans but I was told the africans were larger? But I guess I have never seen two side by side to compare,lol.
