Grey Feather Toys sells plain white cotton rope in different sizes for a good price. To dye it you can use food coloring.

Get plain white cotton rope (a mop head works well, that's what we use) and if you want it to be colored then use natural food coloring tie dye and just soak the rope as if it were a tie dye t-shirt. Or, you can try getting natural organic cotton yarn in colors if it is for a small enough bird.
