Hot Glue?

I was looking at making some toys, one I was going to make a perch out of some supreme cotton rope. I am planning on placing the ends inside some PVC to attach to the cage, but attaching the rope to the PVC is my problem. If I use a few dabs of hot glue deep in the pvc where the bird can't get at it, will that be safe once fully dried?

Yes.

Hot glue is safe when dried, but its best for them not to ingest it... so keeping it out of their reach is great. (my local zoo sells seed sticks for the bird room... Popsicle sticks, hot glue, and bird seed)

Just use the hot glue gun outside or far away from fids in a well ventilated place as a precaution.
