Training advice?

Well, this is the first cockatiel I've ever had, and the second bird I've ever owned, and I'm still stuck on training. He's a sweet bird, he lets me pet his head, he isn't afraid of me that much, he isn't handfed, but when I bring my hand to him he tries to bite me hard unless he wants me to cratch his head. He still won't want to climb up on my hand, or even come out of his cage. I don't really know much about taming birds... any advice or help or techniques would be very appriciated.

I give them lots of treats with my hand and try to just get them used to me touching their toes. Step ups are after they let me stroke their feet with my finger. Take it slow.
