Hi,
I may not have understood all the questions correctly, but tying the bird's wings would NOT be a proper thing to do. Sometimes people clip the bird's wing feathers to restrict its flying ability. ONLY feathers are cut - there is NO cutting on the bird's flesh at all - and it's important to trim the feathers correctly because it can be harmful if it's done wrong. With a new bird it's usually best to keep it in a cage most of the time, at least until it has grown accustomed to its new home. You can put your hand in the cage in a slow, gentle way to get the bird accustomed to your hand. If the bird is willing and the conditions in the room are safe (for example no open windows that could let the bird escape) then you can bring the bird out of the cage. Are you able to buy pellets and seed mixes for pet birds where you live? If you can't, you'll have to substitute some other kind of grain.Can you get millet? Millet is used in most seed mixes so it's a good choice. You could also offer clean wheat - if raw wheat is too hard you can cook it or soak it overnight to soften it up, but you'll have to be very careful about spoilage. Cockatiels can eat cooked rice, although it isn't as nutritious as many other grains. Offer fresh vegetables too (but not onion, and only very small amounts of garlic). Fresh clean grass can be served as a vegetable and if it has unripe seeds that's even better - grass and grass seed are part of the natural diet of wild cockatiels. To gain trust, first of all you have to avoid frightening the bird. Talk to the bird gently so it will learn that your companionship is good. Food is very useful for making friends with a bird - once you've learned what its favorite foods are, you can hold those foods in your hand for the bird to eat. It will probably be shy at first but if you're patient it will learn to take the food.
